Estimate the identity graph's precision and recall without ground truth

Problem. Leadership wants the identity graph's precision (share of links that are correct) and recall (share of true same-person pairs that are linked) reported every month. Nobody has a complete list of which records truly belong to the same person. How would you estimate both?
